On the sessions held on November 15 and 28, the Council of the Energy Agency of the Republic of Serbia has approved Agreements between the Transmission System Operator of the Republic of Serbia EMS AD and the Transmission System Operators of North Macedonia (MEPSO), Bulgaria (EAD), Romania (Transelektrica), Hungary (MAVIR), Croatia (HOPS), Bosnia and Herzegovina (NOSBIH) and Montenegro (CGES) on the procedure and method of cross-border capacity allocation and on access to cross-border transmission capacity for 2020.
By organising joint auctions, more efficient use of cross-border capacity is provided in line with European regulations. The enforcement of these agreements enables broader possibilities for system users and improves conditions for the development of the electricity market in the southeastern Europe and its integration into the European market. Common auctions on these borders have been organized for several years since 2012 on the border with Hungary until 2017. In 2017, this allocation method was established on the border with North Macedonia. This year, this allocation method was also established on the border with Montenegro. Agreements are improved every year in line with acquired experience in the implementation, amendments to regulations and in the development of platforms available to system operators. In addition to organizing common auctions on the border with Montenegro, the most significant change this year was made on the border with Bulgaria where, as of 2020, capacity will be allocated on intraday level as well. The Council of the Energy Agency of the Republic of Serbia has also approved amendments to the Cross-Border Transmission Capacity Auction Rules on the Borders of Control Area of EMS AD which will be implemented on the borders with neighbouring system operators where agreements on common auctions have not been signed. The amendments to these rules provided for the harmonization of the capacity allocation procedure on intraday auctions with rules applied on the borders where EMS AD allocates capacity by organizing common auctions.
